How to Read Cosmetic Ingredient Labels: A Complete Guide for Asian Skincare

A cosmetic ingredient label is a concentration-ordered list written in standardised INCI nomenclature, where ingredients appear from highest to lowest concentration until roughly the 1% mark, after which order carries no reliable information.

That one sentence explains most of what people get wrong about skincare labels. If you have ever bought a serum advertising a prestige active and seen no result, the label almost certainly told you why — the active sat near the bottom of the list, well below the concentration at which it was studied. This guide covers how the ordering rule works, how Korean labelling differs from Western labelling, which claims are regulated and which are pure marketing, and how to evaluate a product in about ninety seconds.

The Concentration Ordering Rule

Under international convention — reflected in EU, US and Korean regulation — ingredients are listed in descending order of concentration. Once an ingredient falls below 1%, it may be listed in any order.

This creates the single most useful diagnostic on any label: the 1% line. Find it, and everything above it is present in meaningful quantity; everything below it may be present at 0.9% or at 0.001%, and the label cannot distinguish between the two.

Locating the line requires a small amount of inference. Certain ingredients are almost always used at or below 1%: phenoxyethanol (regulated to a maximum of 1% in most markets), most preservatives, carbomer, xanthan gum, sodium hydroxide, disodium EDTA, tocopherol, and fragrance or parfum. When you see the first of these, treat everything after it as sub-1%.

An example: a product advertising niacinamide where niacinamide appears after phenoxyethanol is almost certainly delivering under 1% — far below the 4-5% range used in most published studies. The claim is technically true and practically meaningless.

INCI: Why the Names Look Like That

INCI — the International Nomenclature of Cosmetic Ingredients — standardises ingredient names so that the same substance is written identically in Seoul, Paris and New York. Water is Aqua. Vitamin E is Tocopherol or Tocopheryl Acetate. Vitamin C in its pure form is Ascorbic Acid.

Two practical consequences follow. First, marketing names on the front of the pack rarely correspond to INCI names on the back. A brand may promote a proprietary complex; the label will list its actual constituents. Second, derivatives are chemically distinct from the parent compound and behave differently. Ascorbic Acid, Sodium Ascorbyl Phosphate, Magnesium Ascorbyl Phosphate, 3-O-Ethyl Ascorbic Acid and Ascorbyl Glucoside are all sold as vitamin C, but they differ in stability, penetration, irritation potential and the strength of evidence behind them. A label saying vitamin C tells you almost nothing until you read which one.

The same applies to retinoids. Retinol, retinaldehyde, retinyl palmitate and hydroxypinacolone retinoate all appear under the retinol umbrella in marketing while differing by roughly an order of magnitude in potency. How Korean Labelling Differs

Korea regulates a category called functional cosmetics (기능성화장품) through the Ministry of Food and Drug Safety. Products may only make certain efficacy claims — principally whitening or brightening, wrinkle improvement, and ultraviolet protection, alongside several later additions — if they contain a designated active at a designated concentration and have been notified or approved accordingly.

This matters to consumers in a specific way: a Korean product carrying functional-cosmetic designation for wrinkle improvement contains a regulated active at a regulated level, which is a stronger signal than an unregulated marketing claim. Common designated actives include adenosine and retinyl palmitate for wrinkles, and niacinamide and arbutin for brightening.

Korean labels also list ingredients in Korean, with English INCI increasingly provided on export packaging. Where only Korean appears, the manufacturer's website or the MFDS product database generally carries the full list.

One caution: functional-cosmetic designation confirms that a regulated active is present at a regulated concentration. It does not indicate that the product will outperform an equivalent unregulated product, and it does not certify the rest of the formula.

Claims That Are Regulated Versus Claims That Are Not

Regulated or meaningful: SPF and PA ratings, which are testing-derived; functional-cosmetic designations in Korea; specific concentration disclosures where the brand states them numerically.

Unregulated and largely meaningless as quality signals: hypoallergenic, dermatologist-tested, clean, non-toxic, chemical-free, natural, and clinically proven where no study is cited. None of these has a binding legal definition in most markets. Dermatologist-tested, in particular, confirms that a dermatologist was involved in some testing — not that the product performed well.

Non-comedogenic sits in between. There is no standardised regulatory test, and the historical rabbit-ear assay correlates imperfectly with human acne. Treat it as a weak signal, not a guarantee.

Fragrance-free and unscented are not synonyms. Unscented products may contain masking fragrance. If you are avoiding fragrance for sensitivity reasons, look for the absence of Parfum, Fragrance, and the individual EU-declarable fragrance allergens such as Limonene, Linalool, Citronellol and Geraniol, which are listed separately when present above threshold.

A Ninety-Second Label Assessment

Step one: read the first five ingredients. These constitute the bulk of the formula and tell you what the product fundamentally is — a water-based lotion, an oil, an alcohol-heavy toner.

Step two: locate the 1% line using the marker ingredients above.

Step three: find the advertised active and check which side of the line it falls on.

Step four: scan for your personal triggers — fragrance, essential oils such as citrus and mint, denatured alcohol high in the list, or a specific ingredient you have reacted to.

Step five: check for redundancy against the rest of your routine. Layering three products that each contain the same acid is a common and avoidable source of barrier disruption.

Concentrations That Actually Have Evidence Behind Them

Approximate ranges commonly cited in the dermatological literature, offered as orientation rather than prescription — optimal concentration is formulation-dependent and higher is not automatically better.

Niacinamide: commonly studied around 2-5%. Above roughly 10%, irritation reports increase without clear additional benefit for most indications.

L-ascorbic acid: typically studied in the 10-20% range at low pH, which is also where stability problems concentrate.

Retinol: cosmetic products generally range from about 0.01% to 1%, with tolerability falling as concentration rises.

Alpha hydroxy acids: leave-on products are commonly formulated up to about 10% at controlled pH, with regulatory limits varying by market.

Azelaic acid: prescription strength is typically 15-20%; cosmetic products are usually lower.

Brands that disclose numeric concentrations are giving you more information than brands that do not. That transparency is itself a reasonable selection criterion.

Common Label Misreadings

Assuming an ingredient near the end is inert. It may be a potent active used correctly at low concentration — peptides and some retinoid esters are legitimately effective in fractions of a percent.

Assuming water-first means weak. Nearly every hydrating product is water-first. This is normal formulation, not dilution.

Assuming alcohol is always harmful. Fatty alcohols such as Cetyl, Stearyl and Cetearyl Alcohol are emollients, chemically unrelated to Alcohol Denat. Only the latter is the drying kind, and even then, position on the list matters.

Assuming a long list is bad. Ingredient count correlates with neither efficacy nor irritancy.

Assuming natural means gentle. Essential oils and botanical extracts are among the more common contact-sensitisation sources in cosmetics.

Frequently Asked Questions

Can I tell exact percentages from a label?

Not usually. Ordering plus the 1% line gives you a bracket, not a number. Only brands that voluntarily disclose concentrations provide precision.

Are Korean labels reliable?

Korean cosmetics are regulated by the MFDS, which maintains ingredient restrictions and the functional-cosmetic framework. As with any market, buy from authorised channels — counterfeit and grey-market products carry no labelling guarantee.

Does ingredient order tell me if a product will work for me?

It tells you what is plausibly present at active levels. It cannot predict individual response, which depends on your skin barrier, concurrent products, and condition. Patch testing remains the practical answer.

What about pH?

pH substantially affects acids and vitamin C, and it is rarely disclosed. Where a brand does not state it, this is a genuine information gap that the ingredient list cannot fill.

Should I avoid every ingredient on a viral "toxic" list?

Those lists generally lack regulatory or scientific basis. Cosmetic ingredient safety is assessed by regulators in Korea, the EU and elsewhere, and disputed ingredients are best discussed with a dermatologist rather than adopted from social media.

Putting It Into Practice

Reading a label well takes about ninety seconds and prevents most avoidable skincare purchases. Find the first five ingredients, locate the 1% line, check where the advertised active sits, and scan for your own triggers.
